AROBS Systems signs two new digitalization contracts with the Ministry of Health and the National House of Public Pensions

Cluj-Napoca, January 12, 2026 – AROBS Systems, part of the AROBS Group (BVB: AROBS), announces the signing of two new digital transformation contracts within the Romanian central government administration, financed through the National Recovery and Resilience Plan (PNRR). The initiatives target the digitalization of the Ministry of Health and the development of an advanced data analysis and reporting platform for the National House of Public Pensions (CNPP), strengthening the position of the AROBS Group as a provider of complex IT solutions for government institutions.

Under the project for the Ministry of Health, AROBS Systems, as leader of the consortium formed together with MIND SOFT IT SOLUTIONS and with the participation of CERTSIGN, CYBERLLENCE INOVATIE and WING LEADING EDGE, will implement an integrated IT system to support the digitalization of the institution’s activities. The project is financed through PNRR, Component 7 – Digital Transformation, Investment I.3.2 – Digitalization of health sector institutions subordinated to the Ministry of Health.

The aim of the project is the implementation of an integrated information system supporting the digitalization of the Ministry of Health by simplifying workflows and administrative procedures, and by creating a unified framework for managing operational processes. The solution will modernize institutional functionality and enable interoperability with other relevant governmental information systems. The contract value is approximately RON 34.6 million, of which the component assigned to AROBS Systems is estimated at RON 20.5 million. The implementation period is six months from contract signing.

Regarding the project dedicated to the National House of Public Pensions, AROBS Systems is coordinating the development and implementation of an integrated solution for data organization, modeling, analysis, and reporting (SIOMAR), acting as leader of the consortium formed together with Maguay Computers and Wing Leading Edge. The project seeks to modernize analysis and reporting processes through the deployment of a Business Intelligence-type platform that supports the institution’s decision-making and operational activities.

The SIOMAR project consists of implementing an integrated IT platform enabling the collection, consolidation, modeling, and advanced analysis of the data managed by CNPP. The solution will include the hardware infrastructure required for database processing, specialized software applications for integration and data processing, analytics and visualization tools, as well as components leveraging analytics and artificial intelligence for predictive scenarios and potential fraud detection. By automating reporting processes and eliminating reliance on outdated tools, the platform will support decision-making based on real-time indicators.

The project will strengthen the administrative and analytical capabilities of the National House of Public Pensions, facilitating internal performance monitoring and interinstitutional collaboration with entities such as the Ministry of Labor and Social Solidarity, Ministry of Finance, National Institute of Statistics, the Court of Accounts, or the European Commission.

The SIOMAR project is financed through PNRR – Component 8 (Fiscal Reform and Pension Reform), as well as from the state social insurance budget, via the budget of the National House of Public Pensions. The total contract value is approximately RON 39.2 million, of which RON 18.2 million is assigned to AROBS Systems. The implementation period is six months from contract signing.

The two projects involve different technical approaches but share a fundamental objective: building modern IT infrastructures that support institutions in their decision-making and operational processes. For the Ministry of Health, the system entails digitalizing internal workflows and improving administrative efficiency, while the CNPP solution focuses on intelligent and structured use of data. Through these two new contracts, AROBS Systems strengthens its portfolio in the public sector and continues to support the digitalization of central administration, in line with initiatives such as the development and implementation of the Integrated Information System of the National House of Public Pensions, the integrated IT platform for the National Employment Agency, or services delivered to the National Bank of Romania and Nuclearelectrica.
